Round table dedicated to "Automation and Telemechanics on Railway Transport. Efficiency. Security. Innovation" was held on February 28 in the press center of "Gudok" Publishing House

February 28, 2018, the employees of JSC "Mosgiprotrans" visited the "Round table" of the press center of "Gudok" Publishin House (38/2, bldng. 3, Staraya Basmannaya str., Moscow).

The event was attended by the representatives of the Central Office and specialized branches of JSC "RZD", developers, manufacturers and suppliers of railroad automation and telemechanics (RAT) systems. In particular: JSC "ELTEZA", JSC "NPC "PROMELEKTRONIKA", JSC "Radioavionika", LLC "Information Technologies", "Bombardier Transportation (Signal)", JSC "Izhevsk Motor Plant "Aksion-Holding", and many others. Scientific-analytical community was represented by the experts from MIIT, Moscow State University, JSC "NIIAS", IPU n.a. Trapeznikov of RAS and others.

The participants discussed development, implementation and operation of modern railway automation, telemechanics and communications systems. The experts reviewed the situation regarding the modernization of railroad automation and telemechanics (RAT) systems and improvement of the regulatory framework for innovation, and they also defined promising areas of the industry development.

Gennady Nasonov, Chief Engineer of the Central Infrastructure Directorate of JSC "RZD", spoke about the current state of automation and telemechanics systems for railway transport and the measures taken to ensure the smooth movement of trains. According to him, over the past year, there were 31 divisions of the infrastructure created on the railway network which included united signaling and communication division with track maintenance department. By order of the Deputy General Director, Head of the Central Infrastructure Directorate of JSC "RZD" Gennady Verkhovykh, the temporary instruction on maintenance of devices at these infrastructure divisions has been approved. The document will be in effect until September this year. Then, it is planned to be completed taking into account opinions of directorates and services. The document will have to obtain permanent status since January of the next year.

One of the most pressing issues at large stations, according to the expert, is aging railroad automation and telemechanics systems.

"There are 1218 stations under operations which have critical service life of more than 35 years. Moreover, almost 54,000 railway points are overdue. Such situation is observed at the stations of St. Petersburg-Glavny, Tver, Sukhinichi-Glavny, Rostov-Tovarny, Rtischevo-1, Barnaul, Chita, Khabarovsk-1 and others. A comprehensive modernization of each station including track modification for increasing capacity and removing infrastructure restrictions will cost more than 1 billion rubles," Gennady Nasonov said.


He also mentioned that the management of JSC "Russian Railways" was expecting the manufacturers and developers to find real ways to reduce the cost of the reconstruction process without losing reliability. According to him, the Chief Engineer of the Company S. A. Kobzev set the task to develop a new distributed microprocessor system with interchangeable elements and affordable software.


The Chief Engineer of the Infrastructure Design Bureau of JSC RZD Vitaly Kaynov noted that in the light of the “Digital Railway” project implementation, it was decided to equip the Design Bureau with a ground laboratory for determining vulnerability of microprocessor devices. The laboratory will be used to elaborate solutions not only for technological issues but for cyber defense issues as well. Today each signalling, centralization and blocking (SCB) system must undergo functional safety and cyber protection tests in a test center. However, there are a huge number of such systems and it can be difficult to combine these systems with each other. This ground laboratory will help to solve these problems in existing signalling systems.


Vasily Novikov, Head of the Department of Automation and Telemechanics of the Infrastructure Design Bureau of JSC RZD, spoke about technological measures to optimize costs and improve productivity in the automation and telemechanics sector. This way the development and updating of the normative and technological documentation defining resource support for production activity, rate of use of spare parts and materials, technological and transport and logistics standards, are conducted. Moreover, Design Bureau updates specifications for the supplied products in order to extend their operating life and the warranty period and reduce the cost of maintenance.

Speaking about the implementation of the Moscow – Kazan HSR project, Nikolay Baluyev, an expert of the Center for Organizing High-Speed Traffic of JSC RZD, stressed that the train control system for HSR should be domestically produced. However, today none of the existing microprocessor centralization systems is suitable for high-speed traffic. The company is working on this problem in cooperation with JSC NIIAS. There are also difficulties with high-speed switches which have to be solved. In addition, the expert focused on the use of SCB systems for the Moscow Central diameters in the surface metro. According to him, today's SCB systems have not been adjusted to the parallel schedule and the minimum interval. To do this, it is necessary to change the interval control system and to install a light-free alarm without traffic lights on the tracks and to augment it with a multi-valued automatic locomotive alarm.


Continuing the theme of high-speed traffic, Director of Business Fevelopment of JSC "NPC "PROMELEKTRONIKA" Vadim Laney spoke about the company’s inventions which could be used for HSR.


"The system of train control is based on the architecture components: in the areas of multifuncional computer-based interlocking system MPTs-I including object controllers for points, signals, counting points of the system of axels count, integrated radioblocks, subsystems of centralized dispatching control (DC) and technical diagnostics system (STD). On railway hauls, ABTC-I microprocessor blocking is used. The system provides movement of trains in the mode of mobile block sites and radio transmission of the information on admissible movement speed to the train. Moreover, ABTC-I can be reserved by the autoblocking system based on the system of axles count. The use of the system of interval control based on the system of axles count can be an economically feasible alternative to autoblocking system. After all, we must take into account that at speeds of up to 400 km/h, travel intervals will be up to tens of kilometers. In comparison with the cost of construction and maintenance of track circuits, the life cycle cost of the system based on the system of axles count is much lower. Thus control of rails integrity is a task for defectoscopy; coding will be carried out by means of radio communications," he noted.

Chief Engineer of JSC "ELTEZA" Evgeny Goman spoke about the system MPC-EL developed by the company. This system was put into permanent operation at the station Izberdey of the South-Eastern Railway. According to the expert, it ensures complete interchangeability of the components of the EBILock 950 MPC system which has been implemented on The Russian Railway Network for more than 20 years.


"The introduction of the MPC-EL system makes it possible to ensure the operation of existing stations equipped with EBILock 950 MPC throughout their life cycle without additional costs and to eliminate the risks associated with violations of train traffic safety at strategically important infrastructure facilities of JSC RZD," he stressed.

The expert also noted that the company in cooperation with JSC NIIAS developed a comprehensive system to improve cyber security. This system helps to counteract cyber threats: to exclude the possibility of unauthorized impact on the MPC systems, to protect the system from cyberattacks and to ensure information security of railway automation and telemechanics systems.

Valery Talalaev, Advisor to the General Director for perspective directions of railway transport development of JSC "Radioavionika" spoke about the latest developments of the company in the field of microprocessor centralization.


"In 2016 we completed the development and since 2017 we have been introducing a contactless module for controlling switches and traffic lights into the projects. This module is able to reduce the area in the premises where the equipment is located and to significantly expand functions of the system including diagnostics. Today thanks to USOBK module we can speak about a gradual transference to the condition-based service system," he said.

According to Valery Talalaev, the system can be used for distributed control: control of adjacent stations via the base station and control of the whole site by means of corresponding equipment. However, the expert noted that in the systems related to security, proprietary AVRTos real-time operating systems with sufficient speed are applied, which is especially important for HSR. The software developed in the company is completely domestic and passed all tests for rate of maximum permissible exposures and cybersecurity. He stressed that Radioavionica was ready to participate in the development of a train control system for HSR in partnership with other developers, in various forms of integration of technical solutions, and in the pooling of intellectual and financial resources.


At the end of the round table, the participants concluded that the development of railway automation and telemechanics technical means and the smooth safe movement of trains can be ensured by constant collaboration of customers and developers of railroad automation and telemechanics systems.
