HSR-2 safety in the eyes of JSC “Mosgiprotrans”

PPP" why it would be advisable to combine all safety subsystems within the integrated security system (ISB) in the development of design solutions for HSR-2.

Due to the absence of specific requirements, high-speed lines such as the Moscow-Kazan rail line belong to default facilities of the first category. At the same time, in order to determine the basic principles and means of ensuring the general safety of operation of transport infrastructure facilities (OTI) of the Moscow-Kazan high-speed railway, the "Concept for building an integrated security system (ISS) of the Moscow-Kazan high-speed railway” was developed outside the project.

The resolution of the Government of the Russian Federation No. 969 dated 26.09.2016 approved "Requirements to the Functional Properties of Engineered Features for Ensuring Transport Safety" and "Rules for Mandatory Certification of Engineered Features for Ensuring Transport Safety ". Additional requirements to technical characteristics of subsystems ensuring transport safety on HSR-2 have been established in special technical conditions: "Protective constructions and devices for preventing an unauthorized access to the infrastructure facilities of the Moscow-Kazan section of the Moscow-Kazan-Yekaterinburg high-speed rail line. Technical standards and requirements for design and construction."

Since HSR-2 is a technically complex strategical facility and the security system of HSR-2 is a complex and extensive technical system that controls a variety of safety indicators, in the process of developing design solutions it was determined that it is advisable to combine all security subsystems within the integrated security system (ISS) which has the following characteristics:

  • domestic production of software (general and special (application) software) and hardware (in accordance with the requirements of the Federal Law 188-FZ dated June 29, 2015);
  • modularity, capability of further expanding and modernizing hardware and software;

  • capability to integrate with top-level systems;

  • remote programmable logic control, complex algorithms of dispatching and controlling subsystems and equipment executed by the central controller regardless connection to the top-level server;

  • serial production of equipment in conventional, industrial, climatic, transport versions;

  • integration of equipment into ISS at hardware-software and hardware levels;

  • system survivability and its technical support provided by the equipment supplier, availability of specialized documentation, availability of a service solution provided to the supplier by the service provider and relevant training centers for training of the customer’s service personnel, enhanced capabilities for equipment configuring;

  • warranties from a producer responsible for the quality of all ISS components. As for the ISS components included in the system but produced by other manufacturers, the conditions of their usage according the system uniform specifications shall be agreed.

Basic types of engineered features for ensuring transport safety used at facilities of the HSR-2 transport infrastructure are:

  • video surveillance system (intelligent video surveillance);
  • technical communications for receipt and transmission of information;

  • warning facilities;

  • inspection facilities;

  • perimeter fence system;

  • security alarm system;

  • access control system;

  • collecting and displaying information system;

  • emergency communication system;

  • security lighting system.

Project documentation does not specify a certain manufacturer of the listed equipment but only contains the technical characteristics of the equipment needed to complete mentioned tasks. A certain manufacturer and the type of equipment whose characteristics meet the requirements sated in the design documentation, will be assigned by the developer of the facility at the stage of implementation of the working documentation on a competitive basis, which is planned to be announced in 2020.

The following principles guided design of the integrated security system of HSR-2:

  • real-time control of technical systems and engineered features for ensuring transport safety
  • compliance with the established regime on access of personnel and visitors to protected areas;

  • impeding the violators’ attempts (hindering) to access to protected areas, buildings, structures, premises;

  • transmitting the signals of acts and facts of unlawful interference to the transport security control stations;

  • remote surveillance over perimeters of protected areas, buildings, premises, structures (situation monitoring, identification of individuals and objects, identification of event nature, detection of violators in real time) and situation assessment;

  • capability of personnel ensuring transport safety to execute operational maneuver in the line of duty;

  • indicating the boundaries of protected and controlled areas;

  • registration (recording) of signals received from technical security equipment, orders and commands given by management bodies and reports from the personnel of the divisions for ensuring transport safety;

  • protection of personnel during duty at control points, checkpoints, guard posts and fulfilment of tasks of preventing unauthorized actions and detecting the persons involved in these actions;

  • protection from entering (importing) and removing (exporting) prohibited items to/from the transport infrastructure facilities.

Since all the transport infrastructure facilities (OTI) of HSR-2 are pre-assigned the first category of safety, increased requirements are imposed on the technical means for the HSR-2 transport infrastructure facilities. For example, the railway station complexes provide for additional areas of passenger and baggage examination at the entrance to the transportation sector. This requirement applies not only to large stations but to small stations as well.

During constructing the HSR-2 security systems a foreign experience was used but only in the process of selection of engineered features for ensuring safety. This is due to the fact that the law of other countries concerning transport security is very different from the Russian legislation and almost unsuitable for use in the Russian Federation.
