On October 5, in Cheboksary, a session of the working group on interaction between the interested executive authorities of the Chuvash Republic, the territorial bodies of federal executive bodies and local governments in the implementation of the Moscow-Kazan high-speed railroad construction project in the Chuvash Republic was held under the chairmanship of the Chairman Cabinet of Ministers of the Chuvash Republic I.B. Motorine.
During the meeting, the heads of ministries and departments, heads of administrations of the municipal entities of the Chuvash Republic, representatives of Russian Railways and JSC High-Speed Rail Lines discussed issues concerning tax regulation, land and property relations, state expertise of the Moscow-Kazan HSR, the development projects for areas adjacent to transport and transfer hubs VSM "Cheboksary" and "Polyanka."
Fedor Lychagin, the First Deputy General Director of JSC High-Speed Rail Lines, made a presentation of the future project which will change the structure of transcontinental transportations and increase the competitiveness of the rail transport in the world economy.
The section of the Moscow-Kazan HSR, which will pass through Cheboksary, is considered as a pilot project for the creation of the cargo-passenger "Eurasia" HSR, which should connect Beijing and Berlin running through the territory of Russia and Kazakhstan. "We expect that we will be able to deliver goods from China to the European Union within 2-3 days," Fedor Lychagin said, noting that, ultimately, this will increase the economic efficiency of industry and business in the regions where HSR will be built.
Moreover, the working group discussed harmonization of the project documentation by the authorities and local self-government in order to pass the state expertise and to perform an information campaign concerning the construction of HSR.
Following the meeting, I.B. Motorin urged his colleagues to solve the problems arising during designing, territory preparation and construction of the Moscow-Kazan HSR, in working order. "This is a matter of national importance. Until the end of the year, we must prepare all necessary project documentation and submit it for state expertise," the Chairman of the Cabinet of Ministers of the Chuvash Republic summarized.
