The General Director of JSC "High-Speed Rail Lines" presented 7 main effects of HSR which will have a significant impact on many aspects of life: from socio-economic changes in the country to changes in passenger preferences. "HSR is an interregional metro that will provide hour-long trip time, will balance settling, will expand the boundaries of agglomerations and prevent the “overweight" of large cities," Misharin said.
The presentation made by Alexander Misharin at the 12th
International Rail Business Forum “1520 Strategic Partnership” was targeted at professionals. So, most participants of the Forum were representatives of railway, engineering and construction companies. Besides, heads of transport companies and ministries of transport also attended the event. .
Much attention was given to the unique technological solutions designed for the construction of the Moscow-Kazan HSR. In Russia, the first high-speed line (up to 400 km/h) will be built with a 1520 mm track gauge in the climate zone where a temperature gradient is 100 degrees which significantly exceeds temperature gradients in other countries that have high speed lines. The key technology is ballastless track which maintains the stability of geometry, provides a quick installation of rails, minimization of costs and reduction of rolling stock wear.
The Consortium proposed a design adapted to the conditions of Russia (CRTS III RUS) which was developed on the basis of the European and Chinese experience including construction of HSR on the Harbin-Dalian section with the climate conditions close to the Russian ones, and the results of the resource tests of four designs of ballastless track from different countries which were conducted at the VNIIZhT Experimental Ring,” Misharin said.
Five out-of-class bridges across Oka, Sura, Volga and Klyazma rivers were designed according to individual design solutions. They will be installed using complex and unique processes.
A rolling stock line will be developed based on transportation types: regional when a passenger will spend about 1 hour in train and long when the time trip will take at least one night, in this case a rolling stock will be like a hotel on wheels running 1500 km per night.
A high-speed rolling stock will designed for HSR lines which will compete automobile, air and marine transport.
"New technologies are already changing the structure of education. Unmanned technologies, "smart railway", additive technologies, "big data" methods – all this and many other things lead to a change in the structure of the railway professions. Workers of a new breed will replace work clothes with lab coats. More and more corresponding departments and training programs are appearing at railway universities," the speaker noted.
Also, the main economic effects from the construction and operation of the Moscow-Kazan VSM were presented.
"A new economic belt will appear in Russia. At a segment of 770 km and a 30 million population in the gravitational zone, new industrial and social clusters, trade and business centers will emerge, tourism and development business will develop, "Misharin said.
Furthermore, the main economic effects from the construction and operation of the Moscow-Kazan HSR were presented.
"A new economic belt will appear in Russia. On a 770-km section with a 30 million population in the gravitational zone, we will observe a foundation of new industrial and social clusters, trade and business centers and evolution of tourism and development business," Alexander Misharin said.
According to the speaker, even with opening only the Vladimir-VSM station, the region's population will grow by at least 100 thousand people, GRP will increase by more than 3 billion rubles and the budget will be replenished by almost 50 billion rubles.
The total increase in GRP due to the effects of investment demand and agglomeration effects at the stage of operation of the Moscow-Kazan HSR is expected to reach 10.45 trillion rubles.
As a result of participation in the project, JSC Russian Railways will receive new investment opportunities in the amount of more than 5 trillion rubles. These investments will provide further development of the HSR network in Russia, including taking into account the demand for high-speed transportation of goods through international transport corridors.
The economic effects are inextricably linked with geoeconomic effects. HSR will have a direct impact on Russia's role in foreign trade and international relations.
"Time is a key value for transcontinental transport corridors. The Moscow-Beijing HSR project which will connect the two most developed high-speed transport systems, will significantly shorten the delivery time and will change the structure of the world trade, " conclude Alexander Misharin.
