45th anniversary of BAM: prospects for increasing freight traffic and developing export corridors

On May 30, 2019, the Chief Engineer for Comprehensive Projects of JSC "Mosgiprotrans", Sergey Ivanov-Tolmachev, visited a round table conference on "45th anniversary of BAM: prospects for increasing freight traffic and developing export corridors” which was held in the press center of the Publishing House "Gudok"

The participants of the event were the representatives of the Central Office and specialized branches of JSC "Russian Railways", shippers, experts of construction companies, manufacturers of railway automation and telemechanics. Among them are JSC "ELTEZA", UK "Sibantratsit", JSC "Kuzbass Fuel Company", LLC “Vostok1520", JSC "SPC "PROMELEKTRONIKA", JSC "YaZhDK" and others. Scientific-analytical community was represented by experts of Representative office of Coordinating Council on Transsiberian Transportation in the Russian Federation, JSC "Russian Expert Center", NP GZhT, IPEM, JSC "IERT", RUT (MIIT), and others.

The experts discussed the role of the Baikal-Amur Railway in the transport and logistics system of the country, as well as in increasing the volume of export trade with the countries of the Asia-Pacific Region. Particular attention was paid to the improvement of train traffic management systems, including technological developments for increasing the carrying capacity of the main line and for improving the efficiency of interaction between the participants of the transportation process at the intersection of the railway and seaport.

Deputy Head of the Directorate for Development of Railways of the Eastern landfill of JSC "Russian Railways" Vladimir Kosik told about the plans for the implementing the II stage of the Eastern landfill development. According to him, the investment program of the holding includes about two hundred procedures which should be performed for the period up to 2023, including the reconstruction of stations, construction and re-equipment of traction substations etc. As the expert noted, by 2023 these measures will ensure export of 184.7 million tons of minerals per year from the main fields. That is 126.6 million tons more than in 2012. At the same time, he stressed that the implementation of the procedures in 2024-2025 will increase the total carrying capacity of the main line up to 260 tons.

Ildar Abdullayev, Deputy Head of Technical Service, Head of the Department for supporting implementation of complex projects of the Central Directorate of traffic management of JSC "Russian Railways", paid attention to the fact that all the provided works developed with the association of JSC "IERT", were arranged according to priority.  Among the key facilities, the expert named the station of Taishet, Lena, Severobaikalsk, Novaya Chara, Tynda, Komsomolsk, and the mountain-saddle of land and artificial structures. According to the expert, today the main limiting element for BAM is the Severomuisk Tunnel and the need to strengthen the traction power supply for the construction of its bypass.

Acting Head of the Department of Management of Railway and Infrastructure Business Unit of Russian Railways Dmitry Verbov expressed the view that it is possible to increase the capacity of the railway by 15-20% with the help of the technology of train traffic interval regulation. According to him, similar tests are already being carried out on BAM. The expert also drew attention to the need to update the locomotive fleet. He noted that now it is a limiting factor in some sections of the main line.

The Chief Engineer of JSC ELTEZA Evgeny Goman in his turn focused on an issue of using modern devices of railway automatic equipment and telemechanics on the Eastern landfill. The expert spoke about the technical solutions that will ensure the maximum effect at the lowest cost.  For example, the distributed relay-processor centralization system provides a stage-by-stage reconstruction of facility intended for modernization. At the same time, he stressed that the climatic conditions of the Far East, as well as maintenance by a minimum operating staff, were taken into account when developing the equipment.

Director manager for railway transportation of UK "Sibantratsit" Michael Umrikhin spoke about the company's plans to participate in construction of the project "Severomuysky tunnel-2".

"The section that is now being reconstructed by Russian Railways – Shkotovo – Smolyaninovo, will provide passage to our port Vera. But we understand that this node is also constrained because of the limiting sections from Smolyaninovo to Nakhodka, where we plan to implement the project of UPPK-North port.  Therefore, we decided to eliminate them by implementing a partial bypass of these sections with the construction of an 11-kilometer tunnel. This is another one of our projects in cooperation with Russian Railways. Realizing that we can load our ports with our own products, we decided to enter this project," the expert said.
